Metro Brownfield Recycling Program
Ash Creek has been the consultant to the Metro Brownfield Recycling Program for their two U.S. Environmental Protection Agency (EPA) petroleum assessment grants. Ash Creek assists Metro with completing all the Phase I and II Environmental Site Assessment (ESA) work and redevelopment planning for several petroleum sites, as well as supporting Metro’s Brownfield reporting requirements and community outreach. For Metro, we have completed a range of technical services, including:
- Developing a programmatic Quality Assurance Project Plan (QAPP) consistent with EPA Quality Assurance Guidance for Conducting Brownfields Site Assessments (EPA, 1998).
- Phase I and Phase II ESA at the former Farmington Road Texaco, a 0.5-acre site in Beaverton that was operated as a service station and is currently undeveloped. The Tualatin Hills Parks and Recreation Department (THPRD) received Metro Brownfield funding to incorporate the site into the adjacent Eichler Park, also operated by THPRD.
We worked with Metro, THPRD, and the Oregon Department of Environmental Quality (DEQ) during initial evaluation of potential acquisition of this site to develop a site management framework that would allow THPRD to acquire this heavily liened property. Ash Creek subsequently completed a comprehensive Phase II soil and groundwater investigation, geophysical survey, ambient-air sampling, and storm-sewer sampling program to assess residual petroleum hydrocarbon sources and exposure pathways. THPRD is pursuing a Prospective Purchaser Agreement (PPA) with Oregon DEQ. Ash Creek supported that effort through preparing an Analysis of Brownfield Cleanup Alternatives (ABCA). The ABCA is the culminating document for the Phase II assessment work and provides recommendations for corrective action based on comprehensive risk screening. The ABCA will ultimately serve as the basis for the scope of work in the PPA. As the property acquisition moves into its final stages, Ash Creek is prepared a Phase I ESA in accordance with ASTM 1527-05. While the site history and contamination sources are well documented, the Phase I ESA is needed for THPRD to maintain its right to innocent landowner protections.
- Phase I and II ESA in preparation for redevelopment at a Brownfield site owned by the City of Milwaukee with a largely unknown site history and potentially complex suite of contaminants. The scope of services include Phase I ESA and Regulated Building Materials Survey at the last remaining building in the development assemblage, as well as a comprehensive Phase II assessment that targeted the undocumented fills that comprise the site, and a potential off-site source from a nearby leaking underground storage tank (LUST) site.
- Phase I/II ESA and cleanup at the Wood Village City Hall. A heating oil tank was identified during the Phase I ESA.
The tank was removed as part of the Phase II ESA to assess whether a release had occurred. A heating oil release was documented. During outreach for the Phase II ESA planning, Ash Creek helped Metro develop a partnering agreement to handle the cleanup costs, as a contingency. The volume of the release was quickly determined to be of limited extent, and within the parameters of the partnering agreement. This allowed the cleanup to proceed at the same time as tank removal, saving the City considerable resources for contractor re-mobilization.
