Martha Washington Building Phase I and Phase II ESA
The Martha Washington Building in downtown Portland has been slated for redevelopment for several years. Ash Creek has been involved with this project since 2005 when the project was first evaluated by Portland Development Commission (PDC).
In 2005, Ash Creek completed a Phase I Environmental Site Assessment (ESA) for PDC. The only Recognized Environmental Condition (REC) identified was related to the building’s former heating oil tank, which remained in place. In 2008, Cascadia Housing began initial phases of redevelopment planning. Included in the redevelopment planning was a new Phase I ESA, as well as a focused Phase II ESA for the heating oil tank. The Phase II assessment did not identify a release from the heating oil tank.
In 2009, Housing Authority of Portland (HAP) assembled a new redevelopment team. The HAP team requested a new Phase I ESA, and decommissioning of the heating oil tank. Because of our long-term involvement on this project, we were able to complete the third Phase I ESA on a very cost-effective basis. The heating oil tank was decommissioned in place in August 2009.
