CalPortland Scappoose Phase I and Phase II ESA
Ash Creek conducted a Phase I Environmental Site Assessment (ESA) at this rural 6-acre property with a history of truck and equipment repair, agricultural uses, and residential uses in preparation of a potential property purchase. This Phase I ESA was one of four Phase I ESAs completed by Ash Creek in support of CalPortland’s efforts to expand the noise buffers around its Scappoose gravel pit operation. The Phase I ESA
identified several open burn pit areas, a maintenance shop with petroleum staining, an aboveground fuels storage tank, and an oil sump.
Phase II assessment included test pitting, subsurface and surface soil sampling, and sampling of an on-site domestic well. Concentrations of metals associated with the burn pits and concentrations of petroleum hydrocarbons associated with the maintenance shop and the oil sump were present above applicable risk based cleanup levels.
Based on the Phase II assessment results, hot spots associated with the burn pits, maintenance shop and the oil sump were excavated and disposed. This cleanup action was an independent cleanup action conducted without DEQ oversight. The cleanup action required a grading permit from Columbia County.
